North Yorkshire and City of York, Multi-Agency Public Protection Arrangements

MAPPA management arrangements

A Strategic Management Board (SMB) oversees the work of MAPPA in North Yorkshire and the City of York.  It has the responsibility for shaping MAPPA activity in its area.

The SMB consists of members of the police, probation and prison services and senior representatives from key and specialist services. Victim Support also has a representative on the Board, and the Board is supported by two Lay Advisers who provide a local perspective and reflect the views of the public.  The Board is also served by the MAPPA Strategic Manager.

The SMB meet quarterly at Police Head Quarters at Newby Wiske. Chairing of the Board alternates annually between Police and Probation Service – in 2008/9, the Chair is an Acting Assistant Chief Constable. In March 2010, chairing will become the responsibility of the Probation Service.

The Board is responsible for:

- The operation of MAPPA cases

- Business and Communication Plans

- Links with local Safeguarding Children and Adults Boards, Local Crime & Disorder Reduction Partnerships, Multi Agency Risk Assessment Conferences and Local Criminal Justice Boards

- Local auditing

- Ensuring there is a system in place to review and monitor serious further offending by MAPPA offenders

- Measuring performance against a national set of key performance indicators
