Sexual and violent offending, especially against children, causes outrage and fear within local communities. MAPPA is the process through which the police, probation and prison services work together, with other key agencies, to protect the community and manage those convicted offenders released and living back in the community.
Since the arrangements started operating in 2001, MAPPA as gone from strength to strength, but we can never be complacent and the challenge for all agencies involved in MAPPA is not only to reduce offending, but also to take all reasonable steps to reduce the risk of serious harm to the public from known offenders.
We now have a central dedicated joint public protection unit, where police and probation work together to screen and assess all MAPPA offenders.
Locally, the Police Service has recently re-structured protective services. Each police district within North Yorkshire and the City of York now has a dedicated protecting vulnerable people unit.
This unit comprises, public protection, safeguarding children, vulnerable adults and domestic abuse. These four units situated in York, Harrogate, Northallerton and Scarborough link into the central Public Protection Unit where police and probation work together and are responsible for the day to day operation of MAPPA.
